Is 4 x 2k / 4 x 7 minutes too tough at my level?
this tells us nothing about the workout. At what pace/effort level or what rest. How many miles a week do you run?
I would start with 5-6 x 1k on 2:30-3 min rest and then either work up to 8 reps or start reducing rest down to 90 seconds.
8k of intervals performed at 5k race pace?
Well sure, that is going to be a ‘difficult’ workout. Whether you successfully complete depends on your interval rest length.
4 x 2k @ T is a good workout for a sub-18 runner. 4 x 2k @ 5k is a bad workout for anyone.
If you can do that workout at 5k pace, your 5k pace is trash.
btw, 2k in 7 mins is 17:30 pace. If you can do 2k intervals at this pace, you're at least in 17-flat shape.
