Oh they're ranked, but the rankings aren't published 100 deep. They're just not ranked high enough for you to see on the list. But they're definitely ranked.

I have them around the very high 20s/low 30s and that's why they probably aren't seen in many polls. For teams in the 20-45 range, it is kind of a coin flip as to who is actually better. In high school sports, a top 100 is more appropriate than top 25 sometimes just due to the shear number of schools competing and rewarding those that deserve national attention.
Is your complaint valid? Could they be ranked? Yeah, sure, they could.
Are they an obvious snub? No. Southlake Carroll would be. It would be anti-Texas bias to not rank them.
