I just ran 16:40 on a flat XC course. From last spring, my 3200m PR is 10:1*, and my mile PR is 4:4*. Does this indicate any major improvement? What does this time translate to in a 3200m race?

Sorry, times on XC courses are too variable.
I suggest looking at the 3200 times of those who this year and in past years ran similar XC times on that exact same course.
Why are you putting a * on your 3200 and 1600 times? If you’re not sure, go look them up, if you are embarrassed, don’t be.
google “Jack Daniel’s running” and use the calculator. Put in your 5k time and it’ll estimate your 3200 time pretty well.
your 16:40 was on XC, this says 10:18 but on the track you could probably make a case for sub 10:10, depending on conditions. It’s still September and you have quite a lot of time before track, and a decent shot to break 10 minutes if you take care of the small things like core and strength work consistently. Good luck 👍
