I don't think you can shrink a shoe. I think your best approach is to put an insert from a running shoe into it. That might take up enough room to effectively make the shoe a half size smaller. You might have try several old inserts before you find one that fits right. I keep a shoebox filled with shoe inserts for when a shoe doesn't fit quite right. Switching inserts often helps.
If that doesn't work, you can try wearing a thicker sock. And you can try lace lock lacing (butterfly lacing) to snug your heel into the shoe.

If the old insert doesn't fit, trim it with scissors. You can also buy a pair of cheap inserts at Walmart. They don't need to be great or thick. They just need to be light and take up a little space.
Interesting. I deem them to fit half a size too small. That is in this shoe I have to order a half size above my typical shoe size. I would get the correct size for yourself if you can; racing in ill fitting shoes is a recipe for disaster.
