It would be interesting to know if she runs a steady pace throughout and only is at the front because the others start slow.

She is not the only Japanese runner who does this. For some reason many of the Japanese runners love rabbiting, or otherwise think you're only allowed to run like a metronome.
Is there no other plausible strategy for a runner of her calibre? I.e. run her own race on a pretty much fixed pace with very slight acceleration towards the end.

She has no kick. Her best chance to advance was to push the pace, and hope to make the final on time. Unfortunately it didn't work for her because the second heat got four of the five time qualifiers.
