With High School nationals over I was curious when the last countable month for records is, especially for the seniors, when are you no longer a senior in high school, July? August?

There is no such thing as a "high school national record" really. They aren't officially kept. The closest thing is the Track and Field News records that are kept and are quite thorough. And Track and Field News counts through August 31st of the year of graduation. So yes, summer championships, USAs, Junior Worlds, etc. They all count.
Do any states recognize times from competition after the state meet or graduation?
I don't know. I am certainly not familiar with every state, and the few states I do know don't have official "state records", usually they only have official "State Meet Records" and all other records are unofficial.
Also apparently I was wrong in my original post. The NFHS apparently does have national records. But they can ONLY be set in state certified high school only meets, even during the season.
