I think nike was looking for something to reduce the work required for arm movement in breaking 2, but the runners hated it.
This is what I thought of when I saw SCR's outfit:

That is a huge advantage for the USATF.
This will bring back the masses to track and field events and I feel my salary should go up a little bit because it's all my hard work to make this happen.

Yes, I remember this article as well and is along the lines of what I was thinking. SCR’s fishnet did go from her arms through her suit all the way down to her legs, but it’s hardly clear her spring would’ve benefited from the reason for the 6% economy improvement cited in the Outside article, which is supposedly due to reduced stride length reducing wastage through breaking forces.
