I don't think they were trying to box in Garcia Romo. I think they were just trying to get in position to finish 1-2-3. MGR tried to pull a Centro but he let Waskom pass him instead of holding him off and that is when he lost the race.
Romo was top dog in that race.

This is correct. It was his own fault, he knows it, and was man enough to admit it post race.
Not just giving up the rail. They moved out the way so Romo could make a run at the title. They should have just kept him boxed in.

If you get boxed in, in a slow race, that's your fault. No one has to give anyone a clear shot to the line
They won the race. Seems like whatever they did, was the right move.
Well, this doesn't just go one direction. Mario Garcia Romo was foolish to stick to the rail with that slow of a pace, trapping himself. He knows that. But Washington put three guys in front of and to the side of him. The one guy wouldn't let him go outside, the second guy ran slowly enough to keep him in the box, and the third guy got the free run to the finish. Now, the second Washington guy in the picture did indeed move off the rail in the last straightaway just enough for Romo to go inside--too late--but that was probably inadvertent, and usually the inside lane does open up but earlier. It's a chance you take, and Washington did fix the race for their guy. But Romo was more than good enough to take this race from the outside where he couldn't be boxed, and he didn't do it in time.
Washington's "team foul" was having three guys in the top five with 100m to go. Is it their job to leave an opening for Romo?
