For example, and not as a prediction, if a Colorado runner goes off at Arcadia and breaks a national record, would he or she get the national record but neither California (nor a Cal HS runner) nor Colorado (not running in Col) HS records?

That depends on who is maintaining the set of records and what their rules are.
There is no written language outlining what is and isnt considered a state record. If you start to read/listen closely youll notice the different phrases used. There are a couple tiers:
1. All-Time State Record
2. State Soil Record
3. State Meet Record
Further, entities like Track & Field News like to preserve "High School Only" record lists. Against, HS competition and no rabbits.
I swear the guys at MSR/TRA in CT keep 9000 records. State meet records, state records, state records not counting en route times
