It’s the cool guy accent and you only get to use it if you are super cool, which Mike most definitely is so there is no problem here.
He sounds like a guy from "da hood", only french.

His accent, or whatever you might call it, is even more pronounced in some of the other videos on YouTube. Sometimes it’s a eastern euro accent of some sort. Sometimes it’s a hood accent. Sometimes New York, maybe? So strange..

I posted a similar thread earlier this year. From what I can gather, he puts on this accent for some unknown reason. He is from central Massachusetts, hasn't lived in another country, and didn't used to talk like this when he was younger.

No one from Massachusetts talks like that. It is pretty much the opposite of a Boston accent.
You need to be a little crazy to be at the level he's at.
Look around at the other 'famous' people today. They're all a little bit off.

People from southwestern France (Occitania) moved to what are now eastern Canada's maritime provinces. Over time, the conflict between the French and British caused massive Acadian expulsion and ethnic cleansing. There was a diaspora. Some ultimately ended up in Louisiana. That would eventually contribute to what became Cajun identity and the Cajun accent. That is probably more familiar to you. Think about it and Mike Smith sounds vaguely Cajun.
But Acadians also ended up in Maine and (to a lesser degree) in other parts of New England, including central/western Massachusetts. They were refugees from the expulsion. But even in the land of the free and the home of the brave they kept meeting with virulent bigotry as French Canadians and non-native English speakers. So parents stopped teaching their kids French. But the influence on English is still there in some sounds and the cadence.

Sounds familiar to me. That's my theory.
It takes a real sociopath to fake an accent full time. Maybe he's a real sociopath. But more likely he's just got a mix of his own unique way of speaking (called an "idiolect") and a more sociolinguistically explicable dialect.
People move around. They take sounds from their ancestors with them, even if they don't take the words. This land is large. It contains multitudes.

someone out there get to know Rachel Schneider and ask her what he sounds like at home. it is hard to imagine she would willingly marry someone who will be using that whack accent 24/7 to converse with her for the rest of her life. i mean, the accent changes several times in a few sentences. maybe it would keep things interesting, like, "oh hey Mike, honey, what part of the world's people are you going to imitate today?" makes me think he probably sounds less fugazi in his private life. i hope so, for her sake.

you make an interesting observation (also very strange coincidence bc I spent 15 minutes reading about Johnny's legal battles last night when I should have been getting ready for my Con Law final... anyways). I learned in my research that JDepp is from Kentucky and he is an avid fan and chronic user of just about any recreational drug plus alcohol. Those things plus a penchant for acting eccentrically and travelling around the world, pretending to be all these odd characters for millions of dollars for a living, cause him to sound like he does. MSmith has little in common with JDepp, of course, despite their similar linguistic histrionics. Its the cadence that's eerily similar. Very odd. But if Smith dons a pirate costume for next Halloween then we'll know the truth I suppose.

I saw him on a British talk show once and he was fading in and out of a British accent. It’s crazy. But that’s his job. And he’s good at it. He pretends to be other people and entertainment companies pay him millions to do it. Why is Smith doing it?
