What is a "good" time and what is average and below average?
If I were to run 24:30, what would that be considered?

Average. Dip in to sub 19, good
Dip below 18 D1 material
Dip below 17, Stanford..NC state
If you dipped below 17, you’d likely be a WR holder in the 5000 and a threat to win the men’s NCAA XC.

In the real world:
I think you will find these times to be more realistic, albeit three top 10 teams are in this conference. If you look at the times for the >7th place finishers for the top two, and all of the times for everyone else, you will get a decent feel for what’s happening on average in D3 women.
