I'm guessing he could run 1:36. Rudushia might have come close to 10.5, but nowhere near 13:30.

You made it near impossible with your criteria. O.P., if you would have stated sub-21 200m, that would be different. I assume you mean sub-10.50 F.A.T. So much time would have to be spent working on start out of blocks for a F.A.T. sub-10.50. Even if a young Rudisha were capable of F.A.T. sub-21 200m, I would have bet against him sprinting F.A.T. sub-10.50 100m.

Rudisha, Coe and Kipketer at their peak fitness could break 11 and 14. That much seems rather obvious. All 3 had a rare combination of speed and endurance. Probably Joaquin Cruz also.
I think peak Webb could have been as close as anyone.
Bekele's 12:37 technology free WR and his 11.0 100m come to mind. I've heard somewhere that he could run 11 flat for 100m

LMAO people clearly have not seen Cole Hocker get outsprinted by a retired Nick Symmonds. Cole is not fast. He is able to close middle distance races very close to his top speed due to his unique biomechanics. He is much more of a strength based runner.

THIS right here. People have no idea how rare it is for a middle distance runner or distance runner to have sub 11 100m speed theoretically and also be able to actually run it. It's just not a thing.
People think that just because someone can close with a 13 low final 100m in a mid D race that that means they could go sub 10 and that's just not the case.
European 800 champ Bram Som has a 10.9 100m FAT on the books as well as a 3:42 1500 and 31:01 road 10K. He probably could have at least run 14 flat in the 5K.
That's the closest I can think of off the top.
Didn't Salazar say he clocked Rupp at sub-11?
I doubt anyone has ever been able to do both but some could come closer than most here believe. I ran 11.6 FAT in HS and was a distance runner in college. I ran just above 14 minutes. I was good at every distance but not great at any which makes me think that some of the very good 5k guys would certainly be faster than my 17 year old self running 100M.
