In short it was because UTEP was paying their athletes.
UTEP "won the cross country title in 1983, but later had it vacated after allegations of slush funds and payments to athletes under new coach Larry Heidebrecht."
Full article here:
https://www.runnersworld.com/advanced/a20788745/foreign-territory/What UTEP did before the slush fund scandal, was use African athletes that were in their late 20s and 30s. This is addressed in the article.
If what UTEP did then is no longer allowed, how is BYU getting away with it now?
Larry Heidebrecht.

I'm on a tangent but the 50th place finisher, Brian Ferrari, was the D2 champ that year from California University in Pennsylvania, not from Cal-Poly.

Hmm. I remember calculating the differences in dates in 4th grade to determine someone's age. You may want to brush up on your grade school math skills. Or maybe you're a journalist?

To add to the tangent: And even he was from “California Polytechnic State University (Cal Poly),” which he was not, its actually California State Polytechnic University (commonly shortened to Cal Poly). But, we are not done here. Which Cal Poly? There are actually two of them, and are distinguished by their location. They are roughly a 215 mile drive apart. One is in Pomona, Ca and one in San Luis Obispo, Ca. The proper names are….
California State Polytechnic University at Pomona
and
California State Polytechnic University at San Luis Obispo
But who says or types in all that? So each school is commonly referred to as Cal Poly Pomona and Cal Poly San Luis Obispo. But who says San Luis Obispo? Hence, we have Cal Poly SLO.
Im sure everyone was worried about this and are now relieved that they have some clarity.
As for which of those he didn't go to, the answer is both.

Just to add to the Cal Poly information; in these results Andy DiConti 45th for BYU and Sydney Leibovitch 127th for UCLA both started their college careers at Cal Poly SLO. Yes, I also attended that school.
