What I could find on Google maps was Seattle University and Garfield High School.
Are those open/400m regulation?

Seattle U no, Garfield yes.
Since you live next to the light rail station you can take it north to Roosevelt HS or south to Franklin HS which are also open and right next to a station.

Seattle U is not 400. It’s like 445 and only 2 lanes. But it has 400m markings all the way up to 3200.
Not sure why anyone would want to live in downtown Seattle in the inner core of the city. As a previous poster suggested, take the light rail to the newly opened Roosevelt station near Roosevelt High School or the one to the Mt. Baker station near Franklin High School. Personally, I would go to the Roosevelt HS track but try both and see which one works best for you. I know that there are some different running groups that do track workouts at the Roosevelt track if that appeals to you.

I chose downtown cause I loved the new high rises and I like being near restaurants and bars. It’s also easy to get to work.
Do you know what hours are like for these tracks? Do I need to go outside school hours? And what are school hours in Seattle?
I’m new to the US so I’m not familiar with how things work here yet
They're generally open weekends all day and weekdays after 3 or 4pm or so barring a school event. Some have the hours posted on a sign at the track. Weekends are usually safe, even if there's a kid soccer game they leave the track open.

Yeah, the Roos, HS track is right next to the rail station.
You cannot use the track while school events are occurring, so that means any home games would keep you out.
Tuesday Night workouts (intervals) is run by Club Northwest there and start at 6:45 PM every Tuesday, and open to the public. Check their website for workouts and any emergent issues, if any.
If you tend toward the evening hours, going there any night after about 7:30 PM is a pretty safe bet for access, and there are no gates to worry about - it is never locked.

The further north I looked was Fremont, and I was looking at Capitol Hill too, but I'm coming from Europe where I lived in really old buildings for the past 7 years, so I was really keen to get one of the modern high rises for a change. It's certainly not as nice for running around here, but it's nice enough.

I would say running before school is a very safe bet, and in all likelihood, no one from the school is going to start accessing the playfields likely before maybe an hour or two after school starts. But yeah, the district moved to a later start time for high schools a few years ago, which would work out in your favor.
There's a track on the north side of Queen Anne hill that I think is wide open, though I believe it's cinder/dirt.
