lets say i want to run between 29 to 30... Can i formulate a training plan based on 200m repeats only?

Sure.
Try 10 sets of 5x200
90 sec rest between set and zero rest between reps.

You could do in/out 200s, i.e 25 x (200m@5k and 200m@50k+20s) or just run the recovery part 20s slower than the faster segment. In terms of volume, you can vary between 8k and 10k depending on your fitness level.
I can do 10x200 in 24 but I have never run more than 2 miles at one time in my life. Repeat 200s mean nothing.

This (although I've ran more than two miles). I can crank 200 reps, but I can't even touch a 15:00 5k let alone two.

Your rest is too long. Cut it down to 30s and you have a nice vvo2 workout. Probably something like 24x200 in 31-32 with 30s rest

Yep I've done workouts like that, I would need to increase mileage before I saw some major improvements in longer distances. I have better wheels than I do lungs, and that reflects in my PRs, but I'm definitely aerobically underdeveloped.
Then do it with 15 seconds rest and come back and talk to us

How are you doing those 24sec repeats? Aerobic mode or Anaerobic? If its mostly anaerobic then it doesn't make sense does it?

Agree. 2:1 as 30/15 is more relevant. 30/30 gets too speedy or too "easy"
