If you rank by population and amount of runners produced I would feel that Maine and New Hampshire would stick out. Maine has produced many top notch runners while lacking One Million People. If they had the population Ill or Cali has then they might top your list
I live in Boulder but I get real tired of the hype. If you take away collegiate runners as they belong to more than one state. I say.

There is a huge gap after those states.
California- obvious #1 pick
Michigan, Colorado, Illinois, Oregon, and Washington are, in no particular order, #2-7
Texas, New York, New Jersey, Florida, Wisconsin, and Minnesota are in the next tier #8-13
After that, I really... have no attention span and I'm getting bored trying to compare these states in my mind. I'm sure I skipped over a few that deserve to be up there, but I'm only going on results that I have seen and can remember unprompted.
Mass has produced some quality runners over the years.
At this past olympics they had, Flanagan 5k, O'neil 10k, Reilly 5k and almost Toomey 1500.
More Olympians in the distance events than any other state i think.
Plus others who made the trials, Ahmed for one.

I'm curious where people are getting the data to support their lists. Do you run 10Ks in all 50 states and compare relative performance? I happen to think coastal Maine is competitive, at least for masters runners. But that simply reflects my bias and a lot of ignorance of other regions. There would seem to be few to no races that have large fields of runners from many states. One alternative would be a comparison of the top 10 locals-only times for each sex X age class combo for 5K - marathon for each state's most competitive road races. But courses are different, so the comparison would be very rough. Here are links to two, local, competitive and flat races, one 5K the other 10K.

I forgot to mention that someone recently state that there were no sub15 5kers in Maine. The eliot race (see link in previous post) had two.

Ya, that usually happens, though. We don't have a large pool to choose from, but many of our top guys and girls do well (world cross, for example).
per capita, Utah has to be up there.
If you looked at the provo area you might be surprised. Rohatinsky, Robison, Lindsay, Bybee, Goodwin, Andrus, women(Kassi Anderson, Heidi Magill) all went to High School within 5 miles of each other. That's a pretty high concentration of All-Americans.
