As of today he's been slapped with Permanently Ineligible status on the Centralized Disciplinary Database. Subject to appeal.

So not because he has doping violations, but because of the (unproven?) sexual and emotional misconduct allegations? Did I miss something and were these proven somewhere? Are they just punishing him now based on hear say?

The investigation may have led to enough to suspend based on emotional misconduct.
Why does it say "Subject to Appeal / Not Yet Final" ?
SS has investigators who pursue interviews with any and all parties. The respondent (Salazar) can choose to participate or not. Either way the investigation occurs, takes months and is exhaustive. It is not criminal in nature unless the claimant(s) are of minor status and the statute of limitations has not expired. The report is submitted to SS Legal and then the executive committee who weigh the report and issue a decision. In any case, USATF will now enforce his new status as permanently ineligible until the appeal decision comes down.
Salazar has the right to appeal. He may choose to do so or not.

Strange. Why would you think they were not proven? Read XI.C. Standard of Proof, and maybe also J. Procedural Rights of Respondent.
Salazar has effectively confessed to the facts of the SafeSport allegations. He just disputes that he was “abusive” on the basis that no one told him he was being abusive.
The “pro-Salazar” argument is essentially that he and Cain were a poor match and that he was simply accustomed to mistreating female athletes without hearing any complaints.
You hear a lot of people blaming Cain (then a teenager) for agreeing to work with Salazar. We should instead ask why Salazar (a grown adult) decided to work with Cain.
Hopefully other abusers will now be on notice.
