And she should at least be given the opportunity to fund the trip herself if it is just a financial issue with swedish athletics...
If she gets eliminated in the heats ... who cares ... if she makes the final it's a huge win for Sweden. Just so dumb overall and bad for the sport

I agree that is so disappointing. Frankly, I had thought that Sweden was better than this. It has hosted the Olympic Games and is one of only two countries (along with Finland) to have won medals at every Olympic game since 1908. I trust that the Swedish government (and potentially the royal family) will, at a minimum, investigate this decision.
This is pretty common and has been the case in many countries for years.. An exception might be made for a young athlete to gain experience.
One thought is that resources are limited so they want to optimize them. There is a financial consideration for sure, but also staffing. Many countries have a ratio of X support staff (medical, massage, etc.) to for Y number of athletes. If you take someone not likely to finish in top 8 those services are spread thinner.
I also think those countries do not want to fund "Olympic tourists" either.

I think it was top 16 . then the exemptions atarted , because they couldnt get 4 relay runners in world top 16 . So it was no rule at all.

I 1996, I had two to former college teammates from Jamaica that ran 1:45 and finished 2nd and 3rd at the Jamaican Trials.
The Olympics were in Atlanta. They lived in the US in Virginia.
Jamaica chose to only send one 800 runner.
The guys could have driven to Atlanta and shared a hotel room.
They could have sent them at no cost. All they had to do was submit a form but they left them off the team.
There was a 400m runner from our school that Jamaica did send and he wound up winning the Bronze.
And you know what else? They could have sent a FULL MEN’S AND WOMEN’S MARATHON TEAM but left all but one home because they changed the standard from 2:11 to 2:08 for men and 2:29 to 2:27 for women. Standards they must have known Swedish athletes had very little or no chance of reaching. Of course they had small chances of medalling but now they have NO chance. Does the Swedish NOC know anything about athletics?

They let the second place guy go but not the third.
My one teammate did run and was 4th in the first round and did not advance.
But they still prevented the third guy from running and only took two.
