20yr old male, 5'9, 148 Lbs.

I've been on and off running the last few years. After not running consistently for a while I started running everyday in Novemver 2020, and ran 80 days in a row (then got covid). Two weeks after I had COVID, I ran a 5k on a treadmill (ik it doesn't counr, but still) and ran 17:54 so I got in "decent" shape.
This summer I've been doing low HR training and lifting 5 days a week. I'm relatively weak - currently bench 5x5 with 110 pounds and my max is 130 pounds for reference.
I've been running under 160bpm every run. When I first started this meant 10:00+ pace every run, but after 5 weeks I'm down to ~8:30-9:00 per run.
Today I did a workout: supposed to be 12x400 w 400m jog @ 5k-10k.
I COULDN'T even hit 90s. 88-89-88-84-94-100 (and than I cut it short). In highschool I could hit 72s for 10x400 with 60 second rest.
Am I just not used to running fast? Lifting/Running too much? I'm doing a Push-Pull-Split with lifting.
I'm in the best muscular shape of my life I'd say.
Currently following Hansens Marathon method and starting Week 5 where their is a jump to 40mpw. Will I get faster as my mileage gets up? Should I drop lifting to 3 days per week?
