I don't think this is true but if it turns out to be I would not be suprised. If there is one thing you can count on USATF to do, it is act illogically.
I think USATF actually got the men's standard right last time but then the super shoes screwed the whole thing up. I think 2:17 or 18 would be appropriate. When they had 2:18 for 2016 only about 70 guys hit the full standard before they bumped it to 2:19. 2:18 now is like 2:20 5 years ago.
2:45 was highly questionable for women even before the super shoes. I would think something around 2:38 would be more appropriate and you could convince me of faster. On the mens side making the time fast but achievable did play a role in getting a lot of sub elites to step up their game. On the women's side the standard is so weak that you don't even need to be a D1 level talent to get the standard.
