In order for a woman to be able to race sub-4 mile, said woman needs to be a sub-1:53 800m runner, sub-1:53 800m on 1500m training.

They have about 8 seconds to go? Sure, that’ll happen. Probably in the next 20-30 years IMO.

The conversion from the 1500 record is about 4:08 so it would be an 8 second improvement. Will a guy run 3:35 someday?

Maybe not, but I think 8 seconds is more acceptable for the women's world record than for the men's. I'd like to see it in my lifetime. With improvements in shoes and pacing I think it's possible.
What is a woman? You might have to define that first. Would she, I mean he, oooooops sorry I mean they….would they be a they?
It would take more than 12 seconds off. That seems like a pretty big jump.
That's close to a woman running 10 flat in the 100m Very unlikely
It took the men from 1915 to 1954 to go from 4:12 to sub4. Of course there were 2 World wars in there. The women are training more like the men now in terms of volume and type. I think that a lot of the great drop in times was smarter training (more volume since the event is highly aerobic).
We have faster tracks and shoes. You can also toss in PEDs if you wish,

Unless "said" woman can run 13:30 for 5000, she'll need to be capable of around 1:50.

The 1500 record was 3:50.4 from 1993, which is about a 4:08 mile.
I was thinking maybe in 25 years a woman could knock off those 8 or 9 seconds. My daughter will be 25 then. Maybe she will be the one.
My daughter is 17 now. She tried track but it wasn’t for her.
The record is now 3:50.4.
In 28 years it dropped 0.4 seconds.
The women’s mike record dropped 0.2 seconds staying at 4:12 since 1996.
And if 800 progress is a measure, the women’s 800 record was set in 1983.
Maybe 50 years?
I asked Tim Rowberry about this a couple weeks back; he felt it would happen in our lifetime but would require more than one athlete to break Dibaba's 1500 record (to have more than one athlete of the calibre, in order to create the right competitive situation)
In a Kipchoge breaking 2 set up with male pacers, perfect weather, shoes, etc., how fast could Hassan run now? Maybe under 4:08 right now?

At a rate of .4 seconds every 28 years, 50 years seems optimistic.
Hassan is probably good for sub 14 5000m right now too with the right set up. Maybe sub 13:55.

Those rules of thumbs don't apply to genetic freaks. A woman who can't run sub 1:53 may still be capable of running 1:59, 2:00 if she has the endurance requisites.
Hassan probably can run 1:55 and sub 14 right now. Where does that put her? She certainly is already sub 3:50, sub 4:10. Just hasn’t happened yet, especially if it was done in a non sanctioned way with pacers throughout the run.
