Generally, you can get it in Safeway. I don't know about in Chicago though. Send me an email and I'll give you the exact name of it when I get the chance.
Ugli is not really african in origin. It was first made and the maize was cultivated by the many Native American tribes. The Europeans, the Spanish in particular took the maize dish back to Africa.
Here in Atlanta my wife ( a Kenyan ) buys it at the international farmers markets - in the hispanic section. there are a couple of varieties that she really likes, they come from venezuela and are labled "maiz blanco." The one we usually use is in a clear plastic bag with yellow, red & blue inks.
She used to make chapattis from scratch, then she discovered pre-mixed tortilla mix at Wal-Mart, again, in the Mexican foods section. Just add water and you've got great chapattis.
You can also find white (and yellow) corn meal quite easily in most grocery stores (I'm in the upper midwest also). I think the only difference is that the corn meal is not ground as finely as flour.
I havn' been able to find the white at most grocery stores. I am able to find the yellow in the ehtnic food section, but it doesn't make good ugali taste. It has funky taste. I havnt tried corn meal yet, I will try in the future.
