Ryan Hall has done a great job of building muscle in his upper body. However, he still has very skinny legs. Is this something to do with previously being a marathon runner? Did he lose the ability to build leg muscle?

He probably just did not do heavy training.
He skips legs day every time. I don't think he's preparing to be a bodybuilder, so he can focus on what he wants to get swole.
Arnold Schwarzenegger over 45 years ago addressed this. Some with naturally thin legs have to work out with massive amount of weight to show muscle gain.
It probably depends a lot on his genetics. Building big legs is very, very hard for many lifters. And I'm guessing a marathoner like Hall has a stronger predilection towards thinner legs rather than huge ones. Even after lifting for years.
Your calf muscle is slow twitch. Therefore it is very hard to make grow. Basically you’re stuck with your genetics on that muscle. The same goes for your forearms. Chest, back, quads… are all fast twitch so they respond to weight training and mass more readily.
If you have thin calves your legs will look thin basically no matter what. Elite runners tend to have thin but ripped calves. It just looks off on Hall because the rest of his muscles are now much bigger.
