It's not about the times, it's about everyone being able to perform at or near their best.
Varying conditions like wind, cold, and rain affect different sprinters differently, which is the problem. You may argue that because conditions are equal for everyone, the race is always fair--but for sure there is a general sweet spot, where everyone can perform at or very near their potential.
Personally I like it super hot, humid, and still. Makes me look faster when everyone else is wilting. :^)
