I don't know, but I do 5x800 in 2:17 with 3:30 rest.
I played many sports. I quit the football team this year because the coach didn't play me enough.
I could only run a low 6 minute mile when I first started out. Anything is possible through hard work.

Prefontaine was running 5 as a freshman. Would you rather be Prefontaine or Moore?

Shouldn’t you set a maximum time rather than a minimum time? If 5:00 is your minimum time, that means that you expect freshmen to run a time of 5:00 or greater. If you expect freshmen to run 5:00 or faster, then 5:00 is your maximum time.
Minimum time for what? Are you saying that seniors who don’t run 4:25 or faster you shouldn’t be running? Also if you only go from 4:30 to 4:25 junior to senior year that doesn’t bode great potential for the rest of your running career...
Minimum time to be considered a "good runner" (+ or - 5 sec). It's hard to keep dropping time when the people around you are slow. High schoolers are also often on low mileage (30 miles per week).
When they increase duration of work, times start dropping like flies. YouTube star and athlete under Robert Johnson, Sage Canaday, did many miles preparing for the Olympic Trials. After a big bass, he was able to run a 2:00 800 despite only having 57 (I think) speed. Alberto Salazar also had this 57 speed problem, but surpassed it with big miles.
This is why the Newbury Park program is so effective. They combine speed and mileage to pump out monster runners. See, if more high schoolers did mileage, the minimum requirement for seniors would decrease to sub 4:20, and that's a rarity!
3:30 is a lifetime of rest for 800m repeats
That is an odd progression. Every guy that I have coached to 4:25 senior year ran under 4:50 freshmen year.
