She may have peaked to soon but if she hasn't, she'll be running 10.7s consistently.

As far as short sprinters go, there was a 5-4 10.1 100m world record holder named Ira Murchison. Mel Pender a 5-5 guy held the 50, 60, 70 WR indoors.

She could making significant improvements in her start , but not much anywhere else,
Shelly Ann Fraser pryce is 5'0 it's say she 5'3 online but the same websites said 5'0 year ago and she probably didn't grow 3 inches after 30.s

Actually, there are lots of 5’1” guys around the world. Even among Africans you have the Kalahari Bushmen, who average only 5’ in height. South and central america have lots. Philippines, Indonesia, etc. Maybe even Japan, but probably not anymore.
Bottom line, there are more than a few, even black. And think about it: SAFP and Richardson are not only fast, they are some of the fastest EVER, even among tall women like Marion—and there are no Bolt/Witherspoon-equivalent 6’5” women sprinters. Yes there are a bunch, they are in volleyball and swimming.
Something about women vs men that favors short levers? Different neurology? I think Frater is probably the shortest/fastest guy, or maybe Su.
Funny story—I was the tallest guy on the tube in London—then by afternoon I was the shortest guy on a bus in Copenhagen! I swear there wasn’t a kid under 6’4” on that bus.
I wasn’t able to find any elite male sprinter (sub 10) under 5’8 though I could very well be missing someone
Frater was around 5’6”, even though you will see web stuff that he was 5’7”-5’9”.
Subis usually listed at 5’8”. And there were lots of oldies like Brutal mentioned, guys like Pender who was maybe 5’5”
Also Holliday of course, if you consider him elite. And there was one shorter African guy too, the guy with the fake 9.8, I think
