With better competition he may hit 19.7 low or 19.6 high he smoked everyone in the race.
Could he beat Noah Lyles at the US Olympic Trials?

Only if Lyles doesn't bring his A game.
I seem to recall Boling edged him by .001 sec. I look forward to seeing both of them compete outdoors. If both are healthy and bring their A games to the USA trials, the 200 will be very exciting. My dream is to have Lyles, Boling, Laird go to the Olympics and run 1-2-3. Lyles gold of course and the other two can sort the rest out amongst themselves.
Too bad the results of the 200m at Texas relays will be nullified due to impermissible advancement formula on the Thursday prelims

What does this mean?
He probably hit top speed of 43k/h.
It’s interesting how cyclists do everything in their power to be aero, in order to save watts. However, in running, there does not seem to be the same obsession. Any cyclist knows that when you get above 38k/h, being aero become quite important.
In cycling, shaving legs saves approx 15w, shaving arms is approx 4w.
Clearly, Laird should cut/shave his head. There is surely 0.02 to 0.04 right there.

NCAA rules require at least heat winner to be advanced in prelims.

Not necessarily!
Wow, it is crazy to think that someone can run 19.81, a massive PR in March and someone thinks they could have run faster. His indoor PR suggest he was a 19.8x guy and that's what he did. And btw he did have competition at the points in the race where it was most important. My only concern and it is a big one, NCAA athletes who run super fast early in the season, 'very often' are shot when it comes time for USATF's. Laird obviously did not take any time off and has no periodization to his season. You can only go to the well about 3 maybe 4 times in a season, he already has one, he has SECs and NCAAs to go which will make 3. This goes for all events and anyone who doubts what I am saying, it only take 15 minutes of research to bear this out.
The way he finishes and his build make me wonder what he can do in the 400m! 19.81 is flying. That's already about four-tenths below his great indoor time. LSU is a great, great choice to go if you are a sprinter. They don't have that kind of history at UGa.
No his indoor PR does not necessarily suggest the time he ran, but he has been capable of a 19.8x for two years he's ran a windy 19.64 in 2019(which covers to 19.84). He likely can run a tenth faster as he had no competition, he appeared to ease up slightly, and its the beginning of outdoor he may not be in peak shape.
He may not run faster but I can see him running 19.70 with a few more races.

No disrespect to UGA becasue they have a great all around program, but I have not seen anything to suggest they understand the very detailed and delicate art and science of sprinting to the level of LSU or Houston for example. This is not to say they are not good at it, but it does not appear to be their core competency. Sprinters tend to make a big jump in biomec going from H.S. to college. Boling's start has improved, kudos for that, but he looks about 98% the same as he did in high school and there are areas where he can definitely get better.
It's NCAAs. Was he tested? I doubt it...
I don't want to be cynical, but I find NCAA results hard to take seriously until they start testing like pros. There's a reason NCAA sprinters often fall of the face of the earth once they leave college
