The answer is whatever allows them to maintain their best performance level and not burn out or get injured. That will vary by fifty pounds between individuals.
The length of the torso has a significant effect.

50 pounds is WAY too big of a difference for people at same height.
Male milers should be between 18.5 BMI (Jager, McSweyn) to 22.5 BMI (Makloufhi, also some people like Ryan Gregson are heavier). Which end of the range depends on the individual, especially muscle fibers. Slow-twitchers will be close to 18.5, fast-twitchers on the higher end (but muscle fiber distribution might not even be the main factor in determining the ideal height, because there are exceptions).
For a 6 inch runner, the ideal range would be around 135-165. The good news is, this will not change much for the 5k+10k either. A BMI >22.5 is almost never good in long distance running (again, exceptions - Pete Snell was a tank with 25 BMI) and you also can't be too light (too fragile/injuries unable to train hard).

there is not one, but there is probably a range you should be within, depending on your body type. For a 6 footer running the mile, it would be quite a large range.

It depends. Are you male or female?
Female 6 foot athlete Tori Barry weighs 132-135lbs.
For a male, probably around 145-155lbs.

Optimal would be what world class male runners at 6 feet tall weigh, which is usually 140 or less. A guy like Rob De Castella at 5'11" and 143 was considered stocky.
