I doubt it as he was going north, the rising sun would have been to the southeast and behind a hill
Rojo, speeding and reckless driving is a conscious decision to put others at risk.
The one thing there is there is in places, a very nice view of downtown and the mountains to the north.

He was speeding. He was risking the lives of everyone. Hope he is prosecuted big time.
Also, it was reported that another accident (rear end collision) occurred there right after Tiger's. Maybe too many people use this road as a raceway.
