I think you and Wejo should try to break this record but I imagine you might say you would do it and then when it came to race day you would get cold feet.
I have a hard time believing this is the fastest someone has run a half marathon barefoot. This seems like a challenge someone like Gary Robbins would annihilate on an uphill course for fun after a few beers while training for the Barkley Marathons.

On 26 January 2007, Hof set a world record for fastest half marathon barefoot on ice and snow, with a time of 2 hours, 16 minutes, and 34 seconds.[12] This record was surpassed on 17th of January, 2021, by czech Josef Šálek, who finished a half-marathon in Pelhřimov with time of 1:36:21

The Garden Spot Village marathon and half marathon in New Holland, PA in 2016 was in the snow. I guarantee that there was at least one Amish guy who ran the marathon barefoot faster than 3:09 and at least one Amish guy who ran the half marathon faster than 1:30 barefoot.
So that thing you point out might technically be a record because someone videotaped it and made a note of it or something, but that doesn't mean it's anywhere close to the fastest time.
That is true actually. I broke the 800m WR a few months ago, back when the weather was better, but there was no one there to see :(

Uphill 6 hours 43 minutes 27.8 seconds
Downhill 1 minute 54.6 seconds

You start just behind the water jump. Start, clear the water jump and then you have the last barrier in its usual place.
