They are banned on the track, so no
They are not allowed to qualify for things. But who knows how well meets are actually checking for them. If the results get submitted and there's no proof what shoes were worn, then nothing can be done about it.
Yes - they are only banned by IAAF for championships - so unless you're making the olympics this year you're fine
