The shot put ring is the same size, so there's no difference. Wasn't Crouser's Indoor record just short of the outdoor one?
I assume shotput training consists of weightlifting and technique. I have no idea what they do to peak for the important meets.
Light from the sun hits the ground and turns into heat. Heat rises, creating an updraft. Outdoors in the sun, the shot literally has an updraft helping to hold it up. This doesn't happen indoors.
In the U.S. most putters' indoor season segues directly into the outdoor season--for some, they overlap--so hitting a double peak is difficult, and the single peak is typically outdoors. If nothing else, a lot of putters have made ~twice the number of throws (in training and competition) by the time the big outdoor meets come around.
Another factor for some is that their outdoor shots are slightly smaller and so a bit easier to "get behind."

Plus a lot of outdoor rings are oriented to take advantage of prevailing winds, so the puts are sometimes wind-aided.
Why is everybody replying explaining why outdoor shotput tends to be farther? The OP clearly asked about outdoor shotput being further.

Nobody says discusthrow or highjump, do they?
Their is less indoor competition and no indoor Olympic, most people view indoor as a prep season. I don't believe any indoor records are as strong as outdoor for this reason.
