I'm going to be running an all out mile on the track soon and it looks like the temperature will be around 30 degrees fahrenheit and I'm wondering how to dress for the event.
It's been years (18) since I've ran an all out mile on a track and I'm a bit of a baby when it comes to being cold.
Any advice is welcomed.
I would suggest you could wear a nice suit, maybe a Breitling watch and dress shoes. If you are cold add an overcoat.

Ladies would wear bun huggers and a sports bra so at least wear that amount of clothing.
Even if you're not female or identify as such.
Also shoes and maybe socks.
Ripped jeans with skin showing.
Normal socks/shoes/spikes.
EITHER tights OR jogging pants
Long sleeve shirt
Thin running gloves
Thin head covering
Basically, keep your extremities (fingers/ears) covered. Warm up thoroughly, take off your warmer layers just before the gun, and you'll be warm again by 200m.

This is easy. 30 isn't all that cold and you will be running at high effort. Warm up in track suit bottoms/sweats and a jacket. Run in shorts/half tights and a long sleeve technical shirt. Maybe a ball cap or light weight gloves. You should be fine.
I did a mile time trial a few weeks go in 17 degree weather and wore some tights, my race singlet, and running sleeves. The cold wasnt a problem for me
For just the hard fast mile.
Thin gloves(maybe)
Shorts
Tank/Singlet
Here recent I did a 50k race in shorts, short sleeve shirt, gloves, vented hat, short socks. 34/35 Degree weather. Running faster though, faster for me that is.
