You can’t call Trump super intelligent and then use punctuation and grammar as your proof that a poster is not smart.

Only in the U.S.A., which made the error of putting them outside and turned into a "grammar" rule.
The reason that erroneous rule was allowed to stay was that it was started by type-setters of machine printed text. They had problem with a quote before a period, so they switched the order. Then it was turned into an idiotic forever rule by grammar morans, like Sally.
Periods always go inside quotation marks in American usage. In British usage, a period (or full stop) goes inside only if the quotation is a complete sentence.
