Aren’t there masters rankings out there? Can’t you easily compare yourself to others in your age bracket?

You are too young to ask if you are fast for your age. I am not sure 35 to 40 should be a master category.

40 is when masters begin. If you have only been running for that long and on that low of mileage, yes it is pretty good. That would put you running about a 17:30, 5k if you started putting mileage in the 40-50s, and about 76% age grade when you turn 40.
Of course if you don't put the training in, you will never know how good you could be and you could improve into the 80% age grade most likely.

Running more will help you, BUT there is the law of diminishing returns. At some point, you will not see results from more running. BUT, 21 miles a week is nothing. You have a long way to go before that hapens.
Up the mileage. Don't run in shoes that have too many miles on them. See what happens.

It is pretty good! I recomment trying for sub 5! 4:45-4:50 would be a great goal for you after adding a few more mpw and some anaerobic repeats. Have fun with it. When you tell people you run 4:45 for the mile, most will assume you're basically training for the olympics. Not that thats why you should do it. Do it for yourself because it's something youll feel proud of.

5:05 at age 37 is very good regardless of what weekly mileage you are doing
Yes, it's very good. You have potential to do well in local races in your age group. Most importantly you're probably fit and healthy ( as opposed to a former runner who might have run 4:15 in college but now might be overweight, often injured and can barely break 5:00)

A 51 yr old breaking 5 minutes in the mile is only "regional class". Your time for a 37 year old is also "regional class", and its age-performance % (76.7) is not much different than that for a 51 yr old breaking 5 minutes.
