I think it depends on what you are basing it on. For example for a 16:00 5k/ 73:00 hm guy, JD has threshold pace at 5:34 which I found pretty easy to tolerate when doing HM training. The problem comes when you are 16:00 5k guy has a sub 4:40 mile and is aerobically undeveloped (i.e. most people in HS). He can't run a 73:00 hm. He runs like a 78. Running 5:34 pace is often closer to 10k pace than a 60 min run.
