Your averages are too fast and greats are too slow.
This looks about right to me
I wouldn’t consider myself to be a “great” freshman and I’ve ran 17:04 10:23 and 4:53 which is great on 2 and very close on the third
Mile: Average 5:15, Good 4:59, Great 4:39
2 mile: Average 12:00, Good 11:20, Great 10:20
5K: Average 21:00, Good 19:59, Great 17:29
Very talented but untrained freshmen are still aerobically weak, especially in fall XC, and average is slower than you'd think.

The OP's question is regarding a good time rather than average. When I ran, 10:00 was a respectable time for a freshman.

?
10 min flat is average, good or great for a freshman?
Categories are stupid. There is great and then everything else.

These are actually good benchmarks to where freshman get noticed, frosh slower than this are nothing special in the grand scheme of things, even if they're above average for their grade. If you look at the fastest guys in the country as seniors, most start at these times, give or take.

If you read the OP, you'll see he lists average, good, and great times, and asks for people's thoughts. Please pardon my confusion.
Also, whenever and wherever you ran seems to be pretty atypical. I ran in a pretty competitive league in Southern California, and at my league finals senior year, only 7 guys broke 10, none of them freshmen. At local track meets, I haven't seen a freshman break 10 in years.
If you look on Athletic.net for 2019 Track and 2019 XC, here are the 200th best times. I think this offers a pretty good comparative baseline for great performances.
1600 - 4:35.1
3200 - 9:58.86
5K - 16:30.6
So here are some round numbers for great performances for freshmen, times which you are likely to occasionally but not always see in your area.
1600 - sub 4:35
3200 - sub 10
5k - sub 16:30
