Fartleks are unstructured. The goal is to mix in differing bouts of distance, intensity and rest into one single workout. In a fartlek you are not trying to hit specific times over specific distances.

Depends on what you are trying to get out of the workout. If the purpose of the workout is to improve speed and running economy then you'd typically want a 1:1 work/rest ratio, say 200 hard followed by 200jg in your case. The volume of the workout you are proposing is appropriate for someone running at least 70mpw.

On second thought, don't run 70mpw+ if you're still in highschool. Reduce that workout to
2x(10x200H w/ 200jg) and 400 jg in between.
