David Krmmenacker, at 6'2" and 3:31? High School basketball player. Maybe Tergat, at ~6'0", also a former basketball player.
There's a bunch of us at 6'2"-6'4", and dunking isn't particularly difficult. So you could just pick the fastest tall guy.
No, I think dunking's pretty tough for a distance runner. He has to be tall, but also have at least SOME ups. Plus, it helps to be able to grip the ball with one hand, although you can fudge that a bit. Tergat? I doubt it. Krummenacker, now that's a good possibility. I wouldn't put it past a lot of the 800 guys, past and present - like Kipketer, Norberto Tellez.
As far as true distance runners? Maybe the legendary Scott Anderson?

I'm 5'10 and at age 35 I could dunk...then I took up distance running and at age 42 I can't even touch the rim.

Enough speculation. How about the fastest person who has actually been OBSERVED dunking?
I have/had a 17:20 5k, and I can dunk (one hand, not two!). Couldn't when I did that time, though.
I believe in 1984 at Green Mountain Running Camp I saw Dick Buerkle dunk one. Ya can't get a helluva lot faster than that.
Depends on what you call "distance". Dimes to dollars Peter Snell could dunk when he was young, and he was pretty damn fast.

It's not that easy to dunk. I'm 6-5 and in high school high-jumped 6-0 and sometimes would do the long jump, too, if we needed points. So I'm tall and have OK ups, but when I'm training hard, I have a tough time dunking. (Unless the rim is a little low - a lot of them are.) Of course, I'm also slow as hell.

Krummenacker went to my HS. There's a picture of him on the wall in his basketball uniform (circa '92). I've seen him dunk myself.
