Well yes, but that "if" is theoretically true for anybody.
Whether or not it is true for you? You won't know till you train for a few years. Keep at it, do what your coach asks, and maybe you'll discover you have the talent to attract a pro contract. A 67:05 TT is good, but it says almost nothing about your ability to go pro down the road.
Keep in mind that pro runners earn peanuts unless they're at the very top of the sport. E.g., a 13:20 5k won't get you much. Just set reasonable goals to reach each year and keep your mind open to what you're capable.
And if you're at one of the top D2 schools, you've got a good coach and should listen very closely to what they tell you to do. I can't emphasize that enough. Don't become a workout hero thinking you're going to crack 14:00 as a freshman if your current PR is that 15:30 you ran at the state meet last year.
