This is probably a glycogen issue. Take in some water, electrolytes, and carbs. If its bad enough, shut down for the day. Making it to race day healthy is more important than killer training.

How soon after the bike ride? If you are talking a typical tri transition it is just a blood pressure drop from your legs suddenly not pumping.
I get dizzy and kind of weak occasionally during long bicycle rides, like over 4 hours. When this happens I stop, have a sports drink and sometimes a some nuts or a pastry or something light and 20 minutes later I'm back to normal.
I get dizzy on long runs when it's very hot... so for me it is a dehydration/heat exhaustion indicator. If I'm dizzy I stop running and start walking and call for a ride home.
dehydration = higher heart rate than normal, always high HR even at low efforts
glycogen depletion = unable to get HR up, absolutely no power in legs, only one gear
Both can lead into overreaching and overtraining, and then you got a REAL problem.
I get dizzy training in the heat, too. I use salt caps, and they help a lot.
