How do you tell if a random guy can be a great runner?

They are fast with very little training
Someone is talented in running if they are fast, whether it takes little training to reveal that (Abdi Abdirahman) or a lot (Gerry Lindgren).
Some who are not fast may also be talented in running. They just never find out.

So what would be the mile time of someone like that?
5 minutes.

I personally never met someone who can run a mile that fast without training
They respond better to training and improve faster than others.
Anyone who can run sub 20 5k or sub 5 mile with little to no training has potential. If those two benchmarks aren't met within a month or so of formal training commencing, you might as well hang up the spikes and find a different activity.
I ran 4:52 in 7th grade gym class and 4:48 in 8th grade. I had never run other than that.

Then why is breaking 5 such a big deal in high school track?

It's not. Middle school kids break 5 all the time. HS girls run sub 5. 5 flat at my school isnt even the varsity team. We have 8 guys who can break 5.

Then how come people on this forum says the average young male can't break 5?
You didnt ask about average males dummy. You asked about indicators of greatness. Im sorry you are slow, but no amout of stupid phishing threads are going to change that fact. Try chess.

I am just talking about the part where you said breaking 5 is no big deal.
I'm done with you man. You are worse than island.
I’ve never met a runner who broke 5 in junior high and didn’t become an all state runner. So there’s a start.
But yeah, running quick with little training is the main key. You know it when you see it.

By breaking five that probably means you’ll be an upper runner on your team, (I had 4 teammates other than me do it, about 20-25 kids that regularly run the mile).
Anything bigger than a team and you will gain 0 clout for running sub 5. At most varsity meets you are in the bottom third of the runners with anything 5:00 or slower, and no one really takes note until you are fighting to break 4:30. Most runners that will become pro or elite in the future run sub 4:15 in HS, and you should probably be sub 4:30 if you want to end up being competitive in college.

Talent? It`s the combination of natural sprint speed and cardio vascular prerequisites.
Then the guy need a very good coach who knows how to best reach optimum results.
