1. He doesn't have to be returned to the US - they just need to ask El Salvador if they'll return him, and if they say no then it is what it is.
2. Forcefully advocating for his return would be a sign of weakness - that they're capitulating. So they won't do it. End of story.

Depressing Thought of the Day: Best case is probably America waking up a tiny bit and hurting the Republicans substantively in 2026. But even if we get that, we know this: Americans are willing to vote for a Trump. And not 2016 Trump, but "We know EVERYTHING we need to know about him 2024 Trump." And my guess is that no matter how bad it gets, if and when it gets a bit better, they'll vote for a Trump again.

The withholding of removal order was valid and still in effect at the time of deportation. The government, the Supreme Court, and the District Court all agree on this point. The government could have had held a hearing to have it withdrawn (if they had actual evidence of his membership in a terrorist organization). They didn't.
