The fact that this is a disaster for Ukrainians and no big deal for Russia strongly suggests Russia blew up the dam.

we don't know the effect of the dam blow on RU or UKR yet. And of course RU is more than willing to destroy its own positions so that is hardly meaningful in context.
As for the crimea water, the canal's source is reservoir that is now emptying. If the reservoir is emptied then no or less water gets to the canal.
They heavily bombed it for a couple of days after their offensive attempt began. War wise, it is for their benefit. Now the Russian minefields and first line of defense along the left bank of the Dnepr river are under water. The Russians are in emergency evacuating some 20-30K of civilians from Novaya (New) Kakhovka and other small towns overwhelmed with incoming water. If it were they to blow up the dam, they would have evacuated people in advance at no rush and much less cost for them.
As for Crimea, yes, the channel will be filled with much less water from now, and it was also the Ukrainian dream to bring as much headache to the Crimeans as possible. But the situation with water was improved since 2014 even without a channel, so it is not really critical now.
So, Ukraine decided to blow the dam, which if Ukraine won control over would be the only way to reliably cross the Dnipro with heavy equipment and armored vehicles, just to be able to float over one line of minefields in some magical river barge that the Ukrainians do not have. And the Russians who regularly attack civilian housing, stores, hospitals, schools, etc. are suddenly such noble humanitarians that they would have organized the evacuation of downstream settlements and would not possibly put any civilians in harms way.
Or could it be that the Russians wanted to just blow a hole big enough to flood Ukraine forces out of their forward positions on islands on the Dnipro and making river crossing from Kherson impossible with temporary bridges, but f$ckd up and caused the entire dam to collapse. And it is not like the Russians were being shy about this with their propagandists actually calling for the destruction of dams in Ukraine before the deed was done.

If UA forces are successful and make it to the coast of the Sea of Azoz, then Crimea is effectively cut off from Russian forces and the eastern front is cut off from supply lines from Crimea. The only way UA can do this is by crossing the Dnipro from Kherson. Turning the Dnipro into a lake makes it all but impossible for UA to mount an offensive from Kherson.

here's an update on the crimea water sitch from the NYT. THe official RU line is that the water is for agriculture not drinking, and reservoirs in crimea are full. At least that's what the Russians are saying...believing Russians is a 50/50 prospect at best. And who knows what a 'small part' means in terms of drinking water.

I would be surprised if it wasn't launched from Kherson. Ukraine has been working steadily since the liberation of Kherson to get a foothold across the Dnipro.

The specific circumstances are different of course, but the principle of self-determination is not.
It's also true that the U.S. has failed in this ideal both domestically and abroad, but self-determination is the fundamental ideal.
