It instructed the US Government to facilitate his return. The court has the same options available to it to enforce this decision as it does to enforce any other decision it makes. I would support holding Noem in criminal contempt, but doubt that will happen.

Study's have shown, and you've stated, that the vaccine reduced the severity of COVID. The studies (plural) that I linked showed healthy young people dying of COVID. Put together, these studies suggest that the vaccine would reduce the severity and likelihood of death in healthy young people. But you are correct, that the studies I linked didn't directly investigate the need for the COVID vaccine in healthy young people.
That being said, people that decided they didn't want to get a vaccine that could save their life not only deserved to be fired from their jobs, they deserved to be publicly mocked for failing the world's easiest IQ test.
