They were able to do that with the strict capital controls in place in China. Chinese citizens are not allowed to invest outside of China. They are instead forced to invest in Chinese companies. The remainder of the funding comes mostly from Chinese printing of Yuan to finance the massive investments in infrastructure.
If the US invested 2 trillion a year for the next twenty years, it would be just enough to start (yes START) making smart phones. That is because there are over a thousand points on the supply chain for smart phones. You don't just build a smart phone factory. You have to build over a thousand factories to make a smart phone.
So, China understands that the US is bluffing in a big way when Trump talks about reversing trade deficits. And China has started turning to all the countries Trump pissed off to source the goods that China currently imports from the US. China has banned LNG imports from the US and is replacing them with Australian LNG. China has turned to the EU for soy beans and other agricultural imports. This means that US consumers will see prices for everything from iPhones to computers to refrigerators double or triple in the next few months while US farmers will face bankruptcy this fall if they are not able to sell to China.
China can weather this storm because they have a command economy and can just direct everyone's savings to keep the economy afloat while exports to the US dive. Trump is going face ballooning deficits because the US economy is going to go into a steep recession. Capital flight from the US to Europe is causing the bond market to crash. Borrowing costs for the government to finance the deficit are going up and higher interest rates will keep the economy from being able to emerge from a recession.
