Recruiting is important, but you are both pessimistic and off. The P5 programs with admins that care about TFXC rely on attracting blue chip athletes who can score at nationals as freshmen (in high school essentially). Mid majors, D2 and D3 scrounge for the scraps left after the blue chip athletes sign. They work HARDER to coach developmental athletes.

Want to identify the good coaches? Compare their incoming marks to their college marks. Injury happens, but if the whole event group has a high incidence of injury, year after year, the coach is to blame.

I agree about identifying good coaches. Look at the mid major D1s who have athletes make huge leaps in performance. Places where coaches can’t buy talent due to low scholarships or a balanced program. This is where you find great coaches and theirs plenty of them out there.
