If the coordinators are paid and Tenn has 6 paid ("countable") coaches (i.e. sprints, throws, distance, jumps, et al), then the recruiting coordinator and director of ops cannot do any coaching.
"coaching" is not real defined by the NCAA. There are certain activities that are explicit for non coaches like on campus recruitment.
But, these guys can make recruiting databases and arrange calls, set up hotel reservations and travel meals and transportation, or catalog and hand out shoes/apparel.
If they also occasionally monitor the workouts of the JV runners (workouts Carlson wrote) I doubt the NCAA would have much to say.

ANN ARBOUR, Mich. — Director of Athletics and Cross Country at the University of Michigan Kevin Sullivan announced on Tuesday, July 5, a restructuring of the coaching staff effective immediately for the 2022-23 academic year, with Jenni Ashcroftand Steven Rajewsky take on expanded roles.
Ashcroft will be elevated to associate head coach in addition to her duties as lead coach for aerials and combined events, while Rajewsky will assume leadership of the men’s and women’s sprint and hurdles groups. Staff position vacated by longtime coach James Henry Announcing his retirement last month will be responsible for helping and supporting Ashcroft and Rajewsky in their coaching duties, as well as serving as the main recruiting coordinator for the program.
Mike McGuire remains the assistant coach responsible for the women’s distance program, as well as the head coach of the women’s cross-country team. Rules may be about to change on coaching numbers. Lots of administrators talking about proposed rule changes and getting ahead of it. I am expecting Jerry to be announced soon. It definitely looks to be the case. As was mentioned above, I would imagine that Ben becomes the new OTC coach.
So basically they're not hiring another sprint coach to replace Henry.
That leaves them a coach down. I counted 5 in that article. They would have to hire somebody. Just may not be sprints which we know will be to the delight of most of this board.
