That's a shaky theory. I'd guess there are (probably flawed) studies both supporting and contradicting it (e.g., bombing of Germany in WWII seems to contradict it). One could just as easily say the more indiscriminately you bomb and kill, the more enemies you convert to dead. So, I'm not disagreeing with you, but that theory probably doesn't stand up very well as a hard rule.
