The impact was the bike to the side of the car. Therefore the car didn't run into anyone and it's logical that the guy in the car wouldn't feel it, which is what he said in the interview.

One of the elements that a prosecutor has to prove is that you knew that you had been involved in an accident that injured another person ... If you did not know that you had been involved in an accident, you cannot be charged with the offense.
